Municipal Registration Certificate (Empadronamiento)
"The municipal census (padrón) is an administrative register where residents of a municipality are registered, granting a series of rights (healthcare, social services, grants, etc.)
Registration on the padrón is not only a right but is also considered an obligation for all residents.
For undocumented foreigners, registering on the padrón may be the requirement that gives them access to certain legally recognized rights, such as healthcare, and it serves as proof of continuous residence in Spain for the purpose of accessing certain residency authorizations (social rootedness, residency for minors not born in Spain, etc.)"
What is it useful for?
The empadronamiento certificate proves your habitual residence in a municipality. It is required for many immigration procedures, especially:
- Applications for social, employment, or family rootedness (arraigo).
- Renewals of residence authorizations.
- Access to public services (healthcare, education, social services).
Example: How to obtain the Certificate in Madrid
1. If you are not yet registered
a) Book an appointment at: https://gestionturnos.madrid.es
b) Documents to bring on the day:
- Completed and signed registration form (hoja padronal).
- Valid identity document: National ID, Passport, Residence Card, or NIE with passport.
- Proof of home occupancy: Rental contract, property deed, property registry note, latest utility bill, or authorization from the property holder.
- Proof of representation for minors: Family record book or birth certificate.
2. If you are already registered and need a new copy of the certificate
You can request it in person (with a prior appointment) or online through the municipal e-office using a digital certificate or Cl@ve.
